Need for Public Funds Management

Government entities play an important role in providing support to emerging markets, and they may need capacity building and technical assistance to establish national energy funds and budget allocation and tracking programs to ensure limited public monies can be effectively leveraged to mobilize private sector investment. Public funds may be needed to support public procurement or to be dispersed in the form of financing or incentives to private sector developers, investors, and consumers.
