This article discusses renewable energy policy development at the European Union (EU) level bohth against the backdrop of EU law and within the context of the EU’s obligations owed to third-party states and organizations, and the international community at large. With renewable energy policies in EU being conditioned by EU member states and the larger instances in international law, the article, in discussing the intra-EU cooperation, identifies the political and economic dynamics that underpin emergence of an enabling EU-wide renewable energy policy. The role of energy cooperation with the Middle East and North Africa (MENA) region towards energy security and contribution to political and economic stability of the region are discussed.
