The Hands-On Energy Adaptation Toolkit (HEAT) is designed to aid countries and energy sector stakeholders in identifying climate change-related risks, developing policies and projects that are robust in the face of climatic uncertainties, and assisting in managing existing energy concerns as the climate changes. The tool uses a semi-quantitative risk-assessment approach to discuss and identify risks, adaptation measures, and costs and benefits.
