Funding and Financing Highways and Public Transportation Under the Infrastructure Investment and Jobs Act (IIJA)

This report discusses the funding and financing mechanisms that support the federal government’s involvement in surface transportation and considers legislative options intended to address issues with that support. The first part of the report deals with funding issues, especially the HTF, and the second part deals with financing. This report covers only the funding and financing of federal highway and public transportation programs and activities; it does not include intercity passenger rail programs.
